Okay. I knew that Sound Ideas, WHINE, CARTOON - SHELL SCREAMING WHINE DOWN was created possibly by Fred McAlpin and Hollywoodedge, High Pitched Whistl CRT018103 was created by Jimmy MacDonald.

Sound Ideas, WHINE, CARTOON - SHELL SCREAMING WHINE DOWN debuted on the MGM cartoon, "Peace on Earth" on December 9, 1939 while Hollywoodedge, High Pitched Whistl CRT018103 debuted on the Goofy cartoon, "Goofy's Glider" on November 2, 1940.

I know that CARTOON NETWORK CARTOON FALL SOUND/Hollywoodedge, Sky Rocket Loud High TE021701 is another cartoon falling whistle, but here's how it first happened. The origins of this whistle are unknown, but the sound debuted in either Disney's The Prince and the Pauper (1990) (sound designer & services TBA) and/or the Super Mario World episode "A Little Learning" (Advantage Audio, Paca Thomas). It is made between late 1980s and early 1990, but it's for us to know. We don't know what sound service used this whistle and we don't know if it's a Disney sound or not.

Besides, Sound Ideas, WHINE, CARTOON - SHELL SCREAMING WHINE DOWN is much higher-pitched than Hollywoodedge, High Pitched Whistl CRT018103 while CARTOON NETWORK CARTOON FALL SOUND/Hollywoodedge, Sky Rocket Loud High TE021701 is much lower-pitched than that cartoon falling whistle by Disney.
