This is a rare sound effect that hasn't been identified yet. It sounds very similar to SIREN - WHISTLE, SIREN WHISTLE, VERSION 3, ALARM, DIGIFFECTS from Special Sound Effects by Digiffects - Series J, except the beginning part is slightly longer when compared to one another.
It's most likely an alternate take or edited variant of the original Digiffects sound, and it most likely originates from a music sample library. In several productions, it's heard among Roland samples, but it's unknown if the sample itself is from the Roland library or not.
It's also not to be confused with Advantage Audio Siren Whistles.
