This is the sound of an inertia starter from the Warner Bros. Sound Effects Library, known best for being the sound of Taz spinning.

The sound was first used in the Looney Tunes and Merrie Melodies cartoons since the 1930's, and were used as its trademark for anything spinning or for a machine running. The sound was also used in some of WB's live-action movies. It was later used as Taz's trademark tornado sound since "Bedeviled Rabbit" in 1957. Some studios would later use the sound in their animated and live-action projects like DePatie-Freleng Enterprises, Chuck Jones Enterprises, Walt Disney Television Animation, and many more.
Although the sound isn't available on any sound effects library, it's been used in modern animation in some occasions. A sped up portion of it, Hollywoodedge, Short Rapid Electri CRT035802, can be found on Cartoon Trax Volume 1. The whole version can be heard mixed with Sound Ideas, MOTOR, CARTOON - SPACEY MOTOR: START UP, RUN 02 on the Warner Bros. Sound Effects Library. DigiPost.TV and sometimes Disney tend to use it in some of their projects to this day.
