This sound effect can be found on the Hanna-Barbera Lost Treasures Sound Effects Library, which was made by Sound Ideas. It was originally recorded for Yogi's Birthday Party (an episode of The Yogi Bear Show) in 1961. If slowed down, it is revealed to be an audio clip of someone reading off the script of the Top Cat episode "The Case of the Absent Anteater". (More specifically, the scene where Officer Dibble gives someone a parking ticket for parking in a no-parking zone.)
