This sound effect was first recorded by Brian Nimens in the fall of 1990 because The General Series 6000 Sound Effects Library was in the making at that time. It was voiced by Brian Nimens’ daughter Holly when she was a baby.
So far, first debuting in The Adventures of Blinky Bill episode, "Blinky and the Red Car" on January 6, 1993, it's typically referred to as the "Baby Kate Cry", due to it frequently being used for, and commonly associated with, the character Baby Kate Read on Arthur.
The Series 6000 version of this baby sound is more popular than the Dimension and International versions, so it has been used in more than a thousand pieces of media, especially Arthur.
Although Arthur ended on February 21, 2022, this sound effect is still used in any newer medias in rare cases:
