This sound effect can be found on the Hanna-Barbera Sound Effects Library, which was made by Sound Ideas; it comes in short, medium, and long versions. It is a sped-up variation of a Warner Bros. sound effect, nicknamed the "trombone gobble", used in the Looney Tunes and Merrie Melodies shorts.
