This sound effect can be found on The General Series 6000 Sound Effects Library, which was made by Sound Ideas. Many people simply call it the "Chain Chomp" sound, as it is commonly used or associated for or with Chain Chomps, the black, spherical dog-like enemies from the Super Mario games, hence the name of the sound effect.
