It was originally a Disney effect used in various shorts and movies by Walt Disney, it is unknown, when it debut in any Disney Cartoons in the 1940's. In 1958, Hanna-Barbera picked up this sound effect to be used in most of their cartoons in the 1960's. It would later make its way to other studios like Warner Bros.

Today, it's one of the most common sounds to be used in more than a thousand pieces of media.

It's an alternate variation of Bounce Boing Drum CRT016901 from Cartoon Trax Volume 1.
