It is an abridged version of the tire squeal from CRASH, AUTO - AUTO APPROACH, SKID AND CRASH, CARTOON from the Hanna-Barbera Sound Effects Library, with a very brief portion of the start of said crash after the squeal (sometimes edited out when used.) It was the same sound effect as Elektra Records, Car Skid.
