The sound first debuted in "Pluto's Judgement Day" in 1935 as a vocal effect done by Clarence Nash. By the 1950's, Warner Bros. and other studios (like DePatie-Freleng Enterprises) would later used it in their cartoons, television shows, movies and other media, but, after the 1980's, the sound effect would fade into obscurity on its frequent use, and it is now a days rarely used in media and animation today (although Sound Ideas included this in the International Sound Effects Library).
