This sound effect can be found on the Hanna-Barbera Sound Effects Library, which was made by Sound Ideas. It's AIRPLANE, SINGLE PROP - TBF: EXT: POWER DIVE blended with a STUKA SIREN imitation, which were originally Universal Studios sound effects. This is the same sound effect as Dive Bomber.

This is the most famous imitation of the Stuka's siren. It was originally a Universal sound effect and exists in lower pitches, though it's usually used in this pitch.

Unlike most Stuka siren imitations; the siren is drowned out by the roar of the engine quickly breaking dive, before the siren wails down.

The recording of only the engine's roar exists, with the "siren" out, on the Universal Studios Sound Effects Library: AIRPLANE, SINGLE PROP - TBF: EXT: POWER DIVE.

NOTE: Expect not this sound to accompany all aircraft diving or about to crash; not all TV shows or movies use this recording. However, in the event of non-jet airplanes diving or about to crash, particularly in older films/programs, an imitation of the Stuka siren should often be expected, although it is then used outside of historical context.
