This is a rare/anime sound effect, so far unknown as to what sound effects libraries contain it, if any. It's usually used by Joel Valentine. It sounds similar to but shouldn't be confused with SCI FI - FUTURE CHICK BURST/MAGIC - MAGIC BURST.
