This is a Skywalker Sound effect that was recorded by Randy Thom. It's most notable usage was being used as the whistle sound on the Hogwarts Express' locomotive in the Harry Potter film franchise. The locomotive that was used for the whistle was British Railways steam locomotive #70000, nicknamed 'Britannia'.
