This's a Star Wars/Skywalker Sound sound effect created by Ben Burtt and made its debut on Star Wars: Episode IV - A New Hope (1977). It kinda sounds like an echo variant of the Katyusha/Nebelwerfer Rocket Launcher sound effect based on these actual Soviet rocket launchers that was used from during World War II in early 1940s. But however, the author generated it by banging a rock on a small Californian radio tower that had a cable with a broken brace, then mixed that with other sounds.
