These are Skywalker Sound sound effects that were probably created by Randy Thom for The Incredibles (2004). It was used extensively by either Ethan Van der Ryn or the Foley artist Ronni Brown for the title character of the name when he runs super fast with his feet for Sonic the Hedgehog (2020).
