This is a Jay Ward sound effect that is not on the Rocky and Bullwinkle and Friends Sound Effects Library as it's standalone sound effect itself, but can be found on some sequence sound effects on the same library. It was possibly originally a Fleischer Studios sound effect that was debuted in the Popeye short The Mighty Navy from 1941. DePatie-Freleng also made heavy use of this sound effect in the 1970s.
