This sound effect can be found on The Odyssey Collection: Complete - Exclusive Sound Effects Library, which was made by Pro Sound Effects. It was originally an Skywalker Sound sound effect. The wind-down part is very similar to, but the same sound effect as the SKYWALKER HYPERDRIVE FAILURE SOUND/AT-AT Guns as heard in Star Wars: Episode V - The Empire Strikes Back (1980), but this sound effect is a slightly different recording. It was probably heard in various programs/movies, including Skywalker Sound projects.
