This is a rare sound effect that has not been identified on any (currently known) libraries. It's mainly used in Canadian animation, including John Baktis and Glenn Barna's works, but it has also been used by Scott McCrorie. It's most commonly used as a zip sound. Alternate variations of this sound exist as well.
