This is a rare sound effect that is used mostly in Nelvana cartoons and other Canadian cartoons, it's a heavily modified version of OMI, Noisemakers - Klaxon combined with OMI, Noisemakers - Steam Whistle. It was most likely a custom sound effect made using the OMI - Universe of Sounds library, as that is where both sounds originate from.
