This is a falling/air whistling sound effect. Its roots and relative libraries, among other info, are yet to be announced, but it was originally an anime sound effect. It's usually used by Joel Valentine and composes itself of 2 descending whistles, one of which sounds like a higher-pitched version of the sound. The whistle sounds like a short, modified variant of WHINE, CARTOON - SHELL SCREAMING WHINE DOWN.
