This is a sound effect designed by Joel Valentine, founder of Twenty-First Century Entertainment (AKA 21st Century Sound Design Corporation).

Similarly to his Castanets sound, it is not on The Producer's Sound Effects Library. It could originate from the Warner Bros. Sound Effects Library as it can be heard, albeit rarely, in Hacienda Post and Advantage Audio projects.
