This sound effect can be found on Sound Designer Toolkit 1, which was made by The Hollywood Edge. It's a synthesized whoosh mixed with the "anvil hit" sound from the Roland S-760 and Spectrasonics' Distorted Reality (as "TYRE 1", "TYRE 1B" and "TYRE 1C"), that was used by Kevin Manthei in the soundtrack for Invader Zim. Not to be confused with Boom Library, LOW-HIT Classic Anvil.
