The origins of this whistle, claimed to be a "Sky Rocket", are to be confirmed, but it might've debuted in Mishima: A Life in Four Chapters (1985). It is the most common falling sound in most media these days; it's occasionally used to accent fireworks launching. This very shrill, long whistle is also known as the Cartoon Network Cartoon Fall Sound as heard in the "Powerhouse" era bumpers.
This whistle is most often used by Hacienda Post and Jeff Hutchins. It is usually not used in most Advantage Audio projects, except for those with sound design by Jesse Aruda, Roy Braverman or Rich Danhakl, but it was also used in an episode of New Looney Tunes and Super Mario World (Paca Thomas).

The Ren & Stimpy Show (Used often for falling. Also used once in "Stimpy's Invention" for cheese flying into Stimpy's face and twice on Stimpy in "The Boy Who Cried Rat!" in and out of context.)
