This sound effect can be found on The Premiere Edition Volume 1, which was made by The Hollywood Edge. It is the same sound effect as Crowd Med Shock PE961301 from The Premiere Edition Volume 9. It was originally a Disney sound effect that debuted in the 1989 film The Little Mermaid. It's also known for being often used in the Super Smash Bros. series, if a player gets back on stage after getting launched a long way from it.

This is one of the most common crowd shock sound effects used in media today. It was originally a Disney sound effect that debuted in the 1989 Academy Award-winning film The Little Mermaid before The Hollywood Edge picked it up for The Premium Edition Volume 1 library in 1990. Then in 2014, Sound Ideas took over to acquire this sound after the bankruptcy of The Hollywood Edge.
