It was originally a Paramount sound effect, that first debut in Popeye (a Paramount film) from 1980, and later would find its way into other TV shows as well. Its' first TV show appearance to used this sound effect was Garfield and Friends, first released in 1988.

In 1992, The Hollywood Edge added this sound effect to its Cartoon Trax Volume 1 library. After the bankruptcy of The Hollywood Edge in 2014, Sound Ideas took over to acquire this sound effect.

It's still often used in modern media today, especially in shows like Rocko's Modern Life, Oggy and the Cockroaches and Looney Tunes Cartoons (2020).

This sound also makes heavy use of Plankton's jumping sound in SpongeBob SquarePants.
