This is a rare sound effect. A shortened version can be heard within several sequences on the Hanna-Barbera Sound Effects Library, but not as its own standalone sound effect. A higher-quality version of it is also found on a demo for the Cartoon Trax Volume 1 library, but curiously is not found on the actual library itself.

It's a long version of the spin part from SPIN, CARTOON - SPIN AND BOING. It was originally a Disney sound effect that debuted in 1942 with the Goofy short How to Play Baseball. It was used in Walt Disney's short films and features, before Hanna-Barbera picked it up in 1958. Today, this is one of the most popular spin sound effects of all time, with the shortened version appearing in hundreds of pieces of media.
