This sound effect can be found on The Hanna-Barbera Library of Sounds, which was made by Hanna-Barbera. It debuted on January 26, 1959 in The Huckleberry Hound Show/The Yogi Bear Show episode "Duck in Luck". Despite this being referred to as a cat yowling sound, it's actually a vintage recording of Biddy Buddy the baby duck (voiced by Red Coffey) shouting "HELP!".
