This sound effect can be found on The General Series 6000 Sound Effects Library, which was made by Sound Ideas. In it, the distinctive barks of a California sea lion (stereotypical for the entire seal family) can be heard, albeit with reverb. Despite the sound effect's name, the correct term for it is "sea lion", so there is no such thing as a "seal lion".
